According to government statistics, Manx workers are not applying for the high number of vacant jobs on the island.
The head of the Isle of Man Chamber of Commerce Micky Swindale says many of those could be filled by skilled non-Manx workers.
She says the existence of a work permit scheme for an island is indefensible:
