Treasury Minister Alex Allinson says he's hopeful a way can be found to pay benefits in cash - as people move to payments into their bank accounts.
In the House of Keys this week he faced questions from Ramsey MHK Lawrie Hooper, who wanted to know how payments could be made if people didn't have access to banks.
Mr Allinson said not enough people had come forward to justify using prepaid cards - and the MiCard system was being phased out.
But he said there were still hopes cash payments might be made with the help of other organisations:
