Nathan Rogers has been elected to serve as member of Castletown Town Commissioners.
The IT Consultant won 211 votes in yesterday's election which saw a voter turnout of 16.5%.
The only other candidate in the election was Bill Galley who won 185 votes.
The by-election was triggered by the resignation of Carol Quine who stood down after a vote of no confidence last September.
