Chairman of the Bid Team, Juan Watterson has said 'it's extremely disappointing to work so hard and have the rug pulled under us at the 11th hour'.
Under the scheme Rushen Primary School would have benefited from one of the facilities.
The decision to pull the scheme came from the Department of Community Culture and Leisure.
The decision came as they formulate ways to reduce their capital spending for next year's budget, it was also flagged up that a significant amount of the spend was going off Island.
Member of the DCCL, Laurence Skelly, explained 'we are hoping to look at this again to see if a low cost on-Island solution can be found'.
