The Department of Health and Social Care has applied for planning permission to make changes at a busy doctors' surgery.
The Palatine Group Practice in Braddan would get new ramps and an external staircase under the proposals.
The department says the staircase would lead to the first floor of the building, which is on the Noble's hospital site.
The land is jointly owned by Braddan commissioners and the government - in its application the DHSC says it's negotiating to take full ownership.
