
Government has been forewarned of 'significant risks' if it re-opens the Island's borders on June 28.
It comes as the Council of Ministers asked the recently-formed Emergency Advisory Group for advice.
The group was designed to provide 'professional' and 'balanced' advice in emergency situations.
In a document published in response to CoMin's request - the group says rising transmission rates in the UK are an 'early warning', and government should reconsider the Exit Plan if hospitalisation rates continue to rise.
Further, a 'minority' of members believe the Island's borders should return to Level 3 for at least 4-6 weeks, to allow the rest of the population to get both doses of a vaccine.
Currently - June 28 has been outlined for the Island to move to Level 1 - allowing unrestricted travel between here and the British Isles.
