The Island's health service has a strategic policy "vacuum" which is leaving staff frustrated.
That's according to a new report from the Health Services Consultative Committee which says the health strategy appears to have been shelved without being replaced.
Health and Social Care Minister Howard Quayle says he didn't expect a glowing report:
The review also found that there was "minimal evidence" that progress being made in the department was highlighted to staff.
Despite this Mr Quayle says a new strategy is in the wings:
