Island not being 'bold enough' over energy efficiency

Stringent building control regulations need to be applied to create a more energy efficient Island.

That's the message from the Department of Infrastructure - which says if rules hadn't been 'watered down' at the outset, greater savings could have been made in domestic gas and oil usage.
