Housing and Communities Board chair David Ashford says a development in Douglas isn't up to the standard of sheltered housing - because it's not sheltered accommodation.
In the House of Keys, David Ashford MHK faced questions from Douglas Central MHK Chris Thomas about the Westmoreland Village scheme.
Mr Ashford explained the proposals were from the Manx Development Corporation rather than his board.
And he said there's a reason they don't meet particular requirements:
