The Department of Infrastructure has applied to turn industrial land into a storage facility for railways.
It's submitted a planning application for the site at the old Turkeyland Quarry on Balthane Road in Ballasalla.
If successful, the site would have welfare facilities for staff as well as a rail bending machine on a concrete pad.
In its application, the department says it would control access to the site using security fencing.
