The quality of staff-prisoner relationships 'remained a strength of the prison' according to a new report.
It comes following an inspection of the facility at Jurby that took place in March this year.
The report lists six areas of priority that need immediate attention; however, three examples of notable positive practice were found.
This includes young people transferring from the secure training centre being given 'careful support,' compassionate end of life care by staff and good gym facilities.
Further, 84% of prisoners that were asked said that most staff treated them with respect, which was 'far better' than inspectors usually find.
88% also said there were staff they could turn to if they had a problem, which was 'significantly better than in comparator prisons.'
