The Chief Minister says the state of Douglas promenade means visitors get a poor first impression of the Island.
The Department of Infrastructure has applied for planning permission for a £20 million regeneration scheme to improve the prom from September next year.
Howard Quayle says although people aren't happy the work will take three years, it's all to improve traffic flow in the capital.
He says he's looking forward to having a promenade the Island can be proud of.
